Guthrie City Council approves Mission Hills Section 2 project improvements.

The Guthrie City Council Tuesday approved all water, sewer and paving improvements for Mission Hills Section 2 Phase I and acceptance of a 60-foot roadway easement dedication to the City of Guthrie (Prairie Grove Road realignment).

 The Mission Hills section 2 Phase I final plat was approved by the City Council in 203. As part of the final plat, the developer was required to improve Prairie Grove Road, said Planning Director Dan Kassik.

He said the far western portion of Prairie Grove Road was within the floodplain, and the developer and the city agreed that the best option would be to realign the road to be outside the floodplain.

The realignment is completed and paved and the acceptance/dedication of that area is part of City Council approval. The paving, water and sewer improvements have been completed, inspected and accepted by the City Public Works Department.

“This is the Mission Hills section two, which is the development that is directly west of the existing Mission Hills development,” Kassik said. “They have completed phase one and as part of that, they're looking to have all of the improvements, water, and sewer streets in that area accepted. As part of that, there was also realignment of Prairie Grove Road. The existing portion of Prairie Grove Road will remain a right-of-way. It just will not be maintained. There'll still be access through there, whether it be utilities or secondary type traffic in that. The Public Works department has looked everything over and inspected it, and at this point, everybody's on board for everything to be accepted.”

In other matters, the Council approved a Final Subdivision Plat for 96 residential lots within the R-1/PUD (Single-family Dwelling District/Planned Unit Development) for Guthrie Farms, Phase II, located at the southwest corner of Pine Street and University Avenue.

The final plat was approved by the Planning Commission on March 14 with the following conditions: 1. The subdivider shall file a surety bond, issued by an institution licensed by the State of Oklahoma as a surety company, with the City of Guthrie, as set forth herein, in the amount of 100 percent of the estimated cost of completion of the required improvements.

2. The developer shall be required to maintain all required public improvements on the individual subdivided lots and on streets and sidewalks until acceptance of the easements for said public improvements by the City Council.

3. The mayor shall not sign the final plat endorsement until all required certifications and acknowledgements have been executed and a bond is provided that is satisfactory to the governing body to secure for the municipality the actual construction and installation of the improvements or utilities at a time designated and according to specifications.

“This phase will be similar to the first phase. The first phase had 103. This will have 96. This basically attaches directly west of the existing phase 1,” Kassik said.
