He further stated he was making payments and had asked for the vehicle back several times but she still refused. He faxed a statement to Guthrie PD, affirming she is not on the vehicle title.

Approximately 10 minutes prior to the call, Caller believed he saw a subject in all black with backpack take something from a vehicle and walk to the tree line area. Subject was arrested at the scene.
